The skills keep the two distinct, and within the license side they further distinguish the test-result track from the refusal track. Every deadline the skills surface is an attorney-confirmation item, not a settled answer.
Every proposition is verified against primary sources — statutes, 19 CSR regulations, and case law — pin-cited to the subsection and dated, under a published verification protocol. Questions that can't be verified are marked open and the skills won't assert them. Corrections are logged in the changelog.

These skills are drafting and issue-spotting aids for licensed attorneys and their staff. They are not legal advice, they do not create an attorney-client relationship, and they do not replace attorney review. Administrative-hearing deadlines, the refusal vs. test-result distinction, prior-offense classification, sentencing exposure, suppression and admissibility questions, breath/blood-test foundation, and local procedural differences all carry real consequences — every deadline and legal conclusion the skills surface is a confirmation item for the attorney, not a settled answer.
